Apple Watch Optimized Battery Charging will not remain off

Issue summary. Please advise!

• Optimized Battery Charging is repeatedly turning itself on.
• I continually manually turn off in watch/settings/battery/Battery Health.
• fully updated watch (11.2) and iPhone 16 PM (18.2)
• Apple Watch ultra 2
• I have to babysit my watch when charging, as
• I have only limited irregular charge time windows.

I’ve been solving tech issues for Macintosh users for 20 years. I can’t understand why the setting won’t hold. Is it a bug in 18.2 or 11.2?

I wear my watch to bed, I use it as an alarm, I use it all day, workouts, and normal daily use, it’s a workhorse, and I have a limited timeslots to charge. It has no idea how to judge my schedule, and I don’t expect it to. But I do expect it to hold the settings that I determine.

i’m most surprised about the fact that there are no other discussion threads about this issue. I wonder if it is device specific, or a 1-off bug.

I hard reset the watch and the phone after resetting settings, and it seems to hold. And then a day or two later, it’s turned itself back on.

I have DFU-reinstalled the software on the phone.

Any insight or other settings or terminal-accessed settings would be much appreciated.
